You must meet residence requirement or must have substantial tie with Australia.

» If you are lawfully present in Australia as PR/citizen for a period of, or periods that total, not less than 2 years in the period of 5 years.

OR

» You are outside Australia and has substantial business, cultural, employment or personal ties with Australia which are of benefit to Australia, and the applicant.

If applicant have been Absent from Australia, you are still eligible for this subclass, however, need to provide information regarding absence:

» You are applying onshore,and you were absent from Australia continuously for a period of more than 5 years.
» You are applying offshore, and you were a PR, Citizen when you last departed Australia and you were absent from Australia continuously for more than 5 years.
» You are applying offshore and were PR, citizen in the last 10 years and you were continuously absent from Australia for a period of 5 years.
